Just launch Task Manager,click on Shutdown Tab at the top,now a menu will popup, press and hold Ctrl key and click on Turn Off, This Will Shutdown ur Windows in under 2 sec,similarly holding on Ctrl key Click on Reboot,and system will reboot in under 2 sec.

This Procedure Works on Xp(With Welcome Screen Enabled),Vista and Vienna(Windows 7)
